The Civil Service is one of the biggest and most complex employers in the UK employing over 400,000 civil servants serving both Ministers and the public to deliver the priorities of the Government of the day. These include major projects with a lifecycle cost of around £500bn, as well as programmes and services that affect everyone in the United Kingdom. The annual spend is c. £45bn per annum with a range of suppliers including Small and Medium Enterprises.

HMRC is currently enhancing its Commercial team through a new operating model and is making a significant number of additional appointments at all levels, including a new Chief Commercial Officer who has recently been appointed from the private sector.

This IT Category Specialist role will be the lead customer interface with HMRC senior leaders up to and including Director level across the IT function and beyond. The role holder will provide support across a range of IT spend and participate as members of relevant programme and project boards. They will actively contribute to development of IT sub-category plans and strategies that support HMRC strategic objectives.

This is an exciting opportunity to join an expanding team of commercial experts within the IT category who will provide support, advice and appropriate commercial vehicles for the design and implementation of HMRC’s future IT estate. The IT category leadership team will require in-depth category and market knowledge. Collaborative working across CD will be essential and require the team to share category knowledge and best practice with the sourcing and commercial contract management teams to ensure this is embedded in all commercial activities.

The role will play a part in building and implementing a highly capable IT category team that aligns to the objectives of HMRC as well as those of the CDIO. The scope of the role spans the development of individual sub-category strategies, activity pipelines and savings/efficiency plans to the implementation of new commercial vehicles and supplier contracts. This is a great opportunity to deliver real change and support HMRC in one of its major areas of transformation.

The ideal candidate will have significant commercial experience in a similar organisation with an understanding of supply market and market drivers, commercial solutions available and cost drivers. You will have a proven track record of procuring single service contracts, outsource solutions and make vs buy exercises. Sound knowledge of UK and EU procurement legislations is required as is excellent commercial and negotiation skills. You will be MCIPS / IACCM qualified and be able to build key stakeholder relationships.
